You could use a couple of types of wood, cedar, maple or basswood. Basswood is probable the easiest to carve. I've found basswood at
Arts and Craft sort of stores like Ac Moore and at Dick Blicks. Some hobby stores have it, but not to many carry the bigger and thicker size boards. I've recently been using "NationalBalsa.com". Great prices and cheap/fast shipping. And to answer your question, the wood floats.
